The reason Tom and Iceberg didn't is because of Robin. They figured that if Robin found out the location of Pluton, then they'd need a deterrent (the blueprints so they knew how to make Pluton to counter the one Robin found) and I'm sure previous Shipwrights had a similar thought with the Scholars of Ohara.

Yep. Np. But it's been implied that was the case. When Tom tells Franky + Iceberg, he shows a bounty of Robin. That means he's worried she'll awaken it for evil, so to counteract that, Tom kept it. So it's reasonable to assume Tom passed on those fears onto Iceberg (who was cautious of Robin since the SHP arrived at Enies Lobby) while as you know Franky, seeing the dedication The SHP displayed to get Robin back decided to have faith Luffy would rescue Robin and destroys the blueprint, just like he told Iceberg to do.
